English is the universal language. Everybody knows it because it is integrated to almost all academic curriculum in the world. When you are in a foreign city and you are proficient enough with the English language, that is to say you know the way to talk, read, write, and listen using the English language, you don't need to get worried because communicating with foreign people is simply a piece of cake. Communication is important that is certainly why agencies, universities, and immigration departments now require one's English language proficiency. If you need to study, apply for a job, or even move in an English-speaking country, you've got to pass the English proficiency examination they're requiring like the IELTS.
